In my humble opinion, it would be good to have those fundamental things in the core. XML is still a very popular format on the web. Think about rss or atom feeds, for example.
To be fair, node is not just "the web". There's more, like CLI apps (webdev tooling), Electron apps, games, and so on. But I would still put it quite close to the web platform..
I was looking for a native XML library in #node and all I found was this old issue:

The reasoning was:
"As I said, there are already a number of perfectly good XML modules available on npm. There is no reason for it to live in core."
Hm. You could also say that about https requests. It still good to have fetch() available nowadays. One dependency less.
