@aram My library offers two editions of Huck Finn via Libby, both from dubious public domain ebook only publishers.
Overdrive has many editions (see link), but my guess is most libaries are picking editions they can get for free (provided by aforementioned dubious publishers--look up "Duke Classics") due to the exorbitant costs of library ebooks.
The subject of authorized editions of Twain's works is a whole other post, but this might answer part of your question.
