Obnosov, a declared Putin's "patriot", created his safety net in the same way as most wealthy Russian businesspeople do — earning money in Russia and investing it in EU in order to secure their wealth from racket and political instability they know best, because they watch it from inside.
This doesn't apply only to businesspeople, plenty of Russian politicians — including SVR director Naryshkin and until recently Putin, Peskov and Lavrov — send their relatives to study and live abroad, mostly to EU, UK or USA. As the war started in 2014, Putin and Lavrov must have had a lot of arguments with their daughters to persuade them to return to Russia, as them staying in the "unfriendly countries" was already laughed at even in Russia, but in the first place it created a dangerous leverage. Pesko's daughter lived in France all the time until the 2022 invasion.
And that was entirely rational, because the fundamental value of Russian elites is their self-distinction front the mob. The mob is expected to believe all the nonsense about Russia being "defender of conservative values" and "leader of the multipolar world". But the top tier knows it's all about enjoying access to resources undisturbed by boring Western inventions such as law and rules, while also enjoying the safety and actual stability provided by the latter once you accumulated enough.
