I should make clear that while I think there was room to maneuver to avoid this outcome, I don't entirely assign fault to the developer or Valve either.
Adult content is seemingly more accessible than ever, but there are more voices criticizing it than ever before.
It continues to be tricky to create content (or a platform for such) in today's world, so everyone needs to tread more carefully than the average game release to avoid unwanted attention..
Mocha isn't explicitly described as a minor, I do think her description gave me pause for concern:
"An awkward wallflower in a rush to lose her firsts. Mocha is awkward, inexperienced, and not what one would typically expect given her occupation. Her naivety could leave her vulnerable to certain customers and functionally useless as a service girl."
Whether that reads as "minor without saying minor" or just "inexperienced" is not a game I'd want to bet on. 💦
