Depends on the speed of your meta. In bracket 3 or higher i think it is too expensive to use. Even in Bracket 2 i would prefer serrated arrows, because it doesn‘t need mana to use. The best use i can think of is in bracket 1 in a scars of mirrodin or phyrexian themed Deck.😀

First i put cards into the deck I want to play. If there are slots left I can look what other people put into their deck. After a few games i will reconsider cards that did not feel well and maybe swap for others, maybe even cards from edhrec that i like. My advice is: build your own deck first, then you can fill up with EDHRECommendations.

Trump's sanctions on ICC prosecutor have halted tribunal's work
Nearly three months ago, U.S. President Donald Trump slapped sanctions on the International Criminal Court's chief prosecutor, Karim Khan. He has lost access to his email and his bank accounts have been frozen. American staffers at The Hague-based court also have been told that if they travel to the U.S. they risk arrest. In addition, some nongovernmental organizations have stopped working with the ICC. Rights groups say these problems will prevent victims of war crimes from getting justice.
