The International Olympic Committee says some Russian athletes will be allowed to compete at the 2024 Paris Olympics. The decision Friday removes the option of a blanket ban over the invasion of Ukraine. It confirms moves the IOC started one year ago to reintegrate Russia and its military ally Belarus into global sports. In March the IOC urged sports governing bodies to look at ways to let individual athletes compete. The IOC says eight Russians and three from Belarus in individual sports have so far qualified for Paris.

Constitutional changes signed by the Russian leader in 2021 allowed Putin to run for two more six-year terms, meaning he could stay in power until 2036. It is unclear if other candidates will nominally participate, but Putin's victory is all but assured.

Ukraine's parliament adopted an updated draft law on national minorities to implement the latest recommendations by the Council of Europe, lawmakers reported on Dec. 8.
This is the second time Ukraine has moved to change the law on national minorities, which is one of the European Union's requirements for Ukraine's accession.
