@Alon is there a generally recognized hierarchy of needs for transit development? Local items that need be developed before or simultaneously with new transit build out?
Something like:
1. Destination (and origin) catchment demand.
1.A. job density
1.B. Residential density.
2. Catchment area expansion.
2.A. Sidewalks
2.B. Bike/scooter shares
2.C. P&R, taxis
3. Transit
3.A. frequency
3.B. speed
3.C. price
Thinking about the differences between Tri-Rail vs brightline along these.
@Alon considering the unique capacity contortions of the RER, or the capacity crunch of NS bi-levels, where sometimes the seats are 100% and standing room is also 100%.
Is there an example or failed experiment/proposal of regional rail converting to metro style seats to increase total capacity? Less seating but much more standing room?

@Alon detailed report and good work from everyone. In line with recent "costs do not matter" philosophy I am curious how much of the costs delta you could obviously attribute time delays?
To ask it in a infinite subsidy hypothetical way: if costs do not matter, will infinite money actually deliver more subway faster? Are there specific areas where more money = better faster stronger?
One area that does come to mind is a Signapore style paid and empowered/qualified MTA project leadership.
