No, it is not. The consumer #Copilot is of course a separate product. And M365 Copilot is completely separate from GitHub Copilot. And so on.

Sure, the consumer app ToS is funny shit. But the real tragedy is the vast array of disconnected AI experiences inside Microsoft's product portfolio.
