it's a monument celebrating tommie smith and john carlos, who famously performed a solemn black power salute in protest during the 1968 olympics, resulting in one of the most widely known photos of all time
the third man in the picture, peter norman - a white australian - stood with them in solidarity, and he asked to be excluded from the monument so that others can (and should) take a stand just as he did

The missing person part of the statue reminds me of the Olympic Black Power statue they have in San Jose CA. The white athlete is missing, not because of who he was, but so you can stand in his spot and raise your hand in solidarity.
