Problem is anywhere else, some asshole will set it to a news station.

Honestly depends. If it's a sports channel by a counter with some people craning up to stare at it, that might be a bit atmospheric and positive.
Some totally random Vietnamese/Indonesian soap opera might be atmospheric, too.
But if it's some annoying monitor playing 90's stuff while I'm trying to socialize and relax, then it might be pretty meh.
If there's canned laughter coming from it, it'll probably be annoying.
@VictorKoopa I would never use any restaurant or cafe with a TV on the wall. I have a problem with noisy distraction from enjoying the food.
How many people have complained to a restaurant owner that there was no music?
None. Nada. Zilch. Sweet FA.
Overly loud volume is my main problem.
