I like to think that a Prefect of the Dicastery is responsible for crafting all of the Pope’s #miniatures.

(It’s not—it’s like a Departmental Secretary, in this case for making legal interpretations—but headcanon trumps #church canon… at least according to my headcanon. 😇)
