As full blown nuclear war has not only killed billions, destroyed nearly every city and poisoned all the farmable lands and drinkable waters, it has created nuclear winter, and it is expected to last at least 250 years, with no way to power what is left solar is out of the question, wind power is hit or miss, the factions that are left are uniting to build a massive space elevator, the goal is to deploy a massive solar array in orbit and tether it to the earth bring down through enormous cables electric deep into the earth's crust, where new subterranean cities and farms are being constructed, as the surface is no longer habitable, with out this those that are left are doomed, as geothermal energy is highly dependant on locations, and there are far to many left alive to move to a handful of underworlds, so the space elevator and orbital solar array will provide enough energy to sustain at least 1,000 of these underground communities;
