This bill should be called the "SAVE GOP" act, that's what it is.
It will give the GOP a double-digit structural advantage for at least one electoral season due to who cannot "verify" to this level.
A majority of white men are probably still GOP voters, a survey in 2017 found 75% of white male registered voters were GOP registered.
This will force people to vote with their fists in the street, or with their feet at outbound borders.
