I learned a lot about this when I was taking pictures of murals and graffiti in L.A. Painting over graffiti is a big business, funded by the city. They use bad paint in part because the whole plan is to keep painting over it periodically and in part because if they used good paint then they wouldn't be creating a new business opportunity to paint it over again.
Oh yeah, if you're fixing windows for the city because the city is spending $11 million a year on fixing them because they believe in the Broken Windows Fallacy, it's just common sense to use bad glass.

In Ann Arbor, someone chalked a bridge pillar to say "painting over chalk is not good stewardship of public funds".
