I'd guess that those are are particleboard do-it-yourself shelves from a department store. With holes cut in the back panel for cables and ventilation. Or the back panels could be left off entirely, though then you'd have trouble keeping them from going all slanty.

@jake4480 The machines that had two modems were probably for dialing another BBS from within the BBS. A way of leveraging the "local zones" overlap to avoid long-distance charges
