I say that bc it looks like there were probably 2 columns of links side-by-side and when shrunk to a smaller screen, the columns stacked, leaving the user with this view.

@lp0_on_fire @nyhan if they can't be in chronological order, my next thought was that someone used some kind of naive alphabetical sorting like Windows used to have (1, 10, 11...2, 20, 21, etc). But this page doesn't even have that.
