I am very old school and don't video call much on my phone. (I think last time I've video called Skype still existed)
I've read that the Yottagram native client for Telegram has video but I never tried this function.
At some point, some other devs showed interest into reusing that (was it Whisperfish?) but didn't implement it yet.

And I actually hear roughly the same regarding Whisperfish (yes, there is some WIP mentioned on the gi repository of the project).
I don't use video call that often (from time to time mostly because of my kids), but I wanted to explore the options I have.
