In the article it explains that these were not fake, but actual mail in ballot applications. It also notes that state law prohibits this. Only the voter, or a relative authorized by the voter, is allowed to fill out a ballot application form.

The article also notes that Musk's PAC did not correctly state that it was not part of the government or any government agency, as is required by law. These were not ballots, but requests to be sent a ballot.

It is technically illegal, yes, but wouldn’t the only effect be that some people would be sent a ballot if they returned the form? Same as when they had filled in a request form themselves? Is it a matter that the request would be refused and they could not send a new one in time, or that their mailed-in ballots would be declared invalid because they were requested on a Muskified form, or …?

It was probably an effort to encourage voters who rarely vote, but Musk had identified as likely to vote in a way he would benefit from.

Sure - there were probably varying pressures at different times but all changed and declined but he could have spoken up anytime he wanted to but continually chose not to.
