SailfishOS is a (mostly) open source OS thats gradually opening up. Firmware is closed.
Android with GMS is a closed source OS (if we are talking about device distributions). Firmware is closed too.
Besides that, due to regulations and other stuff, no SoC will ever be fully "open". Even ath10k has proprietary blobs.
elly@botchedrpr @gischpelino @gray @jolla This. Besides, MediaTek has *less* blobs than Qualcomm, and many of their SoCs have open-source TrustedFirmware (i.e SoCs used on Chromebooks).

I think/assume this is Snapdragon-level surveillance. I am aware these things have some nicely hidden call-home- features and can only assume this is, what he meant to say.
