“L’obiettivo non può e non dev’essere colpire le imprese, ma individuare i criteri per un contributo condiviso in grado di reperire e destinare risorse straordinarie agli interventi necessari per calmierare l’emergenza energetica”. Forza Italia traccia subito un distinguo rispetto alla proposta di Giancarlo Giorgetti, insieme ad altri quattro ministri dell’economia Ue, di tassare a livello europeo gli extraprofitti delle società energetiche per finanziare misure contro il caro-carburanti. In una nota, la neo-capogruppo azzurra al Senato Stefania Craxi precisa la posizione del partito chiedendo, in sostanza, di scrivere le future norme insieme ai colossi dell’energia: l’iniziativa dei ministri, esordisce, “può dimostrare che l’Europa sa reagire in modo unitario ed efficace in una fase segnata dai rincari legati alle tensioni in Medio Oriente. Ma per raggiungere davvero l’obiettivo, l’Unione dovrà costruire questa proposta insieme agli attori del settore energetico, definendo criteri uniformi, trasparenti e applicabili senza ambiguità. È fondamentale”, avverte, “evitare che l’iniziativa possa definirsi come una misura punitiva o come l’ennesima tassa, che non servirebbe allo scopo”.
Nel comunicato, Craxi esplicita tutto il suo scetticismo sulla misura: “Definire cosa debba essere considerato “extraprofitto” e quali guadagni rientrino in questa categoria comporta il rischio di creare incertezze applicative, contenziosi e possibili rilievi da parte delle autorità competenti. Chi, come Forza Italia, ha una cultura autenticamente riformista e liberale, sa bene che ciò che serve è costruire soluzioni possibili, capaci di sostenere imprese e famiglie in questa fase di crisi senza compromettere investimenti, crescita e fiducia nel mercato”. I berlusconiani, d’altra parte, si sono sempre opposti alle tassazioni degli extraprofitti, in particolare di quelli bancari: nell’agosto del 2023, l’annuncio di un intervento di questo tipo aveva innescato la rivolta degli azzurri, che aveva portato poi allo svuotamento di fatto della misura.

Forza Italia immediately distinguishes itself from Giancarlo Giorgetti’s proposal, along with another four EU economy ministers, regarding the European taxation of excess profits of energy companies to finance measures against rising fuel prices. In a statement, the newly appointed Forza Italia senator Stefania Craxi clarifies the party’s position, essentially asking to write future regulations together with energy giants: the ministers’ initiative, she states, “can demonstrate that Europe knows how to react in a unified and effective manner during a phase marked by price increases linked to tensions in the Middle East. But to truly achieve the goal, the Union must build this proposal together with the players in the energy sector, defining uniform, transparent, and applicable criteria without ambiguity. It is fundamental,” she warns, “to avoid the initiative being defined as a punitive measure or as another tax, which would not serve its purpose.”
In the press release, Craxi explicitly states her skepticism about the measure: “Defining what should be considered ‘excess profit’ and which gains fall into this category carries the risk of creating application uncertainties, lawsuits, and possible objections from competent authorities. Those like Forza Italia who have an authentically reformist and liberal culture know that what is needed is to build possible solutions, capable of supporting businesses and families during this crisis phase without compromising investments, growth, and confidence in the market.” The Berlusconi faction has always opposed the taxation of excess profits, particularly those of banks: in August 2023, the announcement of such an intervention triggered a revolt by the Forza Italia party, which subsequently rendered the measure essentially empty.
