From what I've seen historically, at least among US politicians is that they will continue spreading the talking points and taking the bribes up until the point of an overwhelming critical mass public opinion turns against them, then it's shocked indignation. I think we are seeing that now. The whole thing about the status quo, though, is laziness. Taking action requires effort, and corrupt politicians only put effort into the things they are bribed to do.
