All (Western) #democracies, constitutional or not, as well as the whole Post-WWII international framework with the UN, ICC, etc. are based on the rule of law.
#Putin, and others, are trying to destroy this security framework.
Even in the Middle Ages, there were international treaties. Without them, there is constant war.

These specific attacks might have been "legal".
It doesn't mean, Nethanjahu should not be prosecuted for other war crimes. At least his ability to visit countries, which ratified these treaties, is severely restricted.
