I didn't use the People's CDC tool (I think that's the question?)

I used the FDA comment page at regulations.gov which has two options that would work, either "An Individual" (requires name) or "Anonymous"

is only for comments on COVID vaccine changes (title at top of page, see 1st image). You don't have to select vaccines as a category.

EDIT: I was wrong! You need to select "Federal Government - G0007" for the option "What is your comment about?" (see 2nd image)

At the end you choose either "An Individual" or "Anonymous"
(see 3rd image)
