It's a rotary dial, which is the tool that old land line phones used to enter numbers to initiate phone calls before touch tone keypads were adopted

Funny thing with that is, the disc thing was just riding off a sequence of metal contacts introducing signal interruptions on the line just like the one when you'd hang up the phone by putting the receiver on the hook. Well if you knew that, you could still dial out by clicking that hook manually multiple times fast, corresponding to each number you wanted to dial in, so you could get around any parental lock your parents might put on to hold the disc in place while they were away from home. 😈

When touch tone phones were first introduced they required a digital switch to interpret the tones. The phone company had to replace the analog switches but couldn't do all of them at once. The work around was the tone was interpreted into analog and the switch would dial it. You'd hear tic tic tic count for the number you pressed. I always thought a white gloved mechanical hand was dialing for me.
