@SethRudy Sadly, the effect is isolated. The rich don’t depend quite so directly on specific government services. Bridge collapse? Drive around. Air traffic failure? Don’t fly to that airport. Sewer failure? Move to one of your other houses.

Sure, but it's going to take a while for the effects to be really visible.
In 4 years nearly all under-4s might not be vaccinated against measles, but outbreaks will likely be isolated, because the disease will not spread easily via their older siblings who go to school.
Once you get into the 6-8 year olds, such diseases will spread big time and suddenly people realize there's a crisis.

@SethRudy I have been convinced that the US has engineered a society that can only learn a lesson thru prolonged, needless personal suffering. A nation of people with hands completely covered in paint because they refuse to be told that it's wet by a stranger.
