@MostlyHarmless this is straight from a tumblr post but the economy there is great thanks to the joker being there. There's also a lower risk than other places. He definitely gets paid enough.

Tax the billionaires, give proper funding to Archam Asylum and social services, Defund the Gotham police... Suddenly the villainous characters stop rising out of the disparity
