It is about the access to scientific knowledge.
Furthermore, having access to a larger corpus of scientific texts is actually the way to show people that there are widely accepted ethical standards that should be respected in science.

It's at the Faculty of Science where the undergrads majoring in math, physics, biology, computer science, actuarial science and a few other majors study. I'm a math professor at UNAM so when I teach undergraduate courses it's usually in a classroom very close to that mural. Here's a picture of me sitting next to it.
