This is the city! It's the Greenbelt, and it is part of the city. Probably the best thing about living in Ottawa! There's single track trails for mountain biking and running about 200m from this picture, the fence encloses an off-leash dog park. So lucky to have these spaces. I have run in concrete jungles and it is not the same!
