@dgar It does, in fact. More or less. Cows have been associated with fear and timidity in England for centuries. (C.f. "to be cowed by something", "to be cow-hearted".) So cowardly means cow-like; a coward is a "cow-ish" person. And therefore is approaching, metaphorically, a cow.
