But the cost of doing so falls at the hands of the victim, not the harasser...
AKA: This is potentially worse than "Thiel vs. Gawker" and the ability to sue someone into insolvency, because it's not as if one can enforce an injunction against a wallet - and even then it would be as fruitless as the #TornadoCash sanctions which only burn some wallets at best and jail some devs at worst.
