Where and what time of the year would be a good to spot Tundra Swans in and around SF Bay Area?

@yazad3 I'm not sure I've seen them in the Bay Area proper, so I've seen a few out in the Delta islands, like on Staten island. The main place I have seen them in California is during the winter up in the rice fields and Wildlife refuges near the Sacramento River between Colusa County and Shasta County, more in the south end of that range.
