Not trying to be rude, but the circle you're in isn't as large as you seem to think it is.
Also, that link, it's one guy making claims with, as far as I can tell, nothing backing it up.
I searched "Meta NDA" and found nothing about Mastodon instances being bought or signing NDAs, except for the link you posted.
Is there any credible information that something sinister is afoot?

Were asked to sign anything
There's money involved or proposed
Or any of it?
