If each refresh is counted as a "view" then that just reinforces her point that its a bogus metric. It means anyone leaving the app viewing a tweet is artificially inflating the view count.
For example, if 100 people look at a tweet and then put their phones down for a couple of minutes that will cause the view count to register 1,200+ views.
