Congress works according to rules made by the majority in Congress. When Pelosi wasn't getting crushed in elections, like a total loser politician, she occasionally in spite of herself, got that majority. She chose to make Congress work (in her case not work) the way it did.

@rbreich IMHO, there is no reason for civilian ownership of high powered assault rifles UNLESS they are part of a trained standing militia (like in Switzerland).
There should be training & licensing for ANY fire arm - and to even purchase ammo. W/ refresher training every 2 yrs.
I mean why not? In order to drive a car you must be trained & have a license.

If buying a gun for home defense, pls consider a shotgun over a handgun. If you miss w/ a handgun, that gun could be used on you. You will NEVER miss w/ a shotgun - just point and shoot.
Bottom line, have a good reason for a gun & get trained.

Rather, we should ban firearms that can impart N or more joules of energy into projectiles within a span of M seconds. That is easily measured and highly objective.
