Carl ColglazierNot sure exactly what Eugen is using, but the user counts are easily accessible via the API and it wouldn't be too hard to run a calculation for all the instances which federate with mastodon.social, which is most of them. Won't be (totally) complete, but I'm not sure Eugen is claiming that.

And he probably runs a bot querying every instance mastodon.social is connected to and adding the numbers. So this is very certainly not complete, but it's good enough because you don't interact with people you don't know exist anyway.

Not sure how your instance get listed on instances.social tho, it seems like it’s solely based on optin-in from the instance’s admin

Gepke@Gohan @Gargron I think a lot of them don't. And the nice thing is, if there are servers that condone abusive behaviour, you can report it and whoever is running your instance can block the whole abusive instance.
If you are not happy with the moderation on your instance, you can move to a better one.
