They would have a harder time enforcing that, but in most cases fediverse admins are still "legally visible". Filters might be supported by Facebook and Twitter because it's something which decentralized systems can't implement independently.

Civil disobedience... well, this would definitely be used against those involved, e.g. to picture them as criminals and to compare them to, say, pedophiles (like it already is with cryptocurrencies).
