Agi: L'Agcom blocca i primi siti porno per mancata verifica dell’età

AGI - L'Agcom ha adottato i primi due provvedimenti con cui viene ordinato di bloccare l'accesso in rete ai siti pornografici www.giochipremium.com e www.hentai-ita.net gestiti dalla società Onlab, stabilita in Italia.
L'Autorità ricorda in una nota che con il cosiddetto decreto Caivano, i siti web e le piattaforme di condivisione video che diffondono in Italia immagini e video a carattere pornografico, sono tenuti a verificare la maggiore età degli utenti, al fine di evitare l'accesso a contenuti pornografici da parte di minori di anni diciotto.
Linee guida e obblighi di verifica dell'età
L'Autorità ha adottato le linee guida che stabiliscono le modalità tecniche e di processo che i fornitori di contenuti pornografici sono tenuti ad adottare per l'accertamento della maggiore età degli utenti, assicurando un livello di sicurezza adeguato al rischio e il rispetto della minimizzazione dei dati personali raccolti in ragione dello scopo. Per tutti i soggetti stabiliti in Italia e al di fuori dell'Unione europea gli obblighi di verifica dell'età decorrono dal 12 novembre 2025.
I servizi www.giochipremium.com e www.hentai-ita.net sono stati inoltre inclusi dall'Autorità nella lista dei soggetti ex art. 13-bis del decreto Caivano e della delibera pubblicata il 31 ottobre 2025 sul sito web dell'Autorità.
Violazioni e diffida alla società Onlab
Nel corso delle attività di vigilanza sulla corretta applicazione dell'art. 13-bis del decreto Caivano è stata accertata la mancata verifica dell'età, in contrasto con il rispetto delle linee guida e, pertanto, l'Autorità ha contestato le violazioni e ha diffidato la società Onlab ad adeguarsi alle disposizioni in questione entro 20 giorni.
Constatata l'inottemperanza alla diffida, l'Autorità ha ordinato agli operatori la disabilitazione dell'accesso in rete ai due siti web mediante blocco del Dns, fino al ripristino da parte della società delle condizioni di fornitura conformi ai contenuti della diffida impartita.

The Agcom (Italian telecom regulator) has blocked the first pornographic websites due to a failure to verify age.

AGI - The Agcom (Italian Communications Authority) has adopted the first two decrees ordering the blocking of network access to the pornographic websites www.giochipremium.com and www.hentai-ita.net, operated by the company Onlab, based in Italy.

The Authority reminds in a note that, pursuant to the so-called Caivano decree, websites and video-sharing platforms that distribute pornographic images and videos in Italy are required to verify the age of users in order to prevent minors under the age of eighteen from accessing pornographic content.

Guidelines and Age Verification Obligations

The Authority has adopted the guidelines that establish the technical and procedural methods that providers of pornographic content are required to adopt to ascertain the age of users, ensuring an adequate level of security commensurate with the risk and respect for the minimization of personal data collected for the purpose. For all subjects established in Italy and outside the European Union, the age verification obligations will take effect from November 12, 2025.

The services www.giochipremium.com and www.hentai-ita.net have also been included by the Authority on the list of subjects under article 13-bis of the Caivano decree and the resolution published on October 31, 2025, on the Authority’s website.

Violations and Caution to Onlab

During the surveillance activities regarding the correct application of article 13-bis of the Caivano decree, a failure to verify age was ascertained, contrary to the guidelines, and therefore the Authority contested the violations and cautioned the company Onlab to comply with the provisions within 20 days.

Upon finding non-compliance with the caution, the Authority ordered the operators to disable network access to the two websites via DNS blocking, until the company restores the supply conditions in accordance with the content of the caution issued.
