C.You should do what we do in Canada! We build the road, set nothing aside for future repair and replacement, barely patch the holes as they occur, let it deteriorate to the point that it's barely better than a rock field, then spend money we don't have to rebuild it.

E_NonymouseNeighborhood lady spends all her available cash on a riding lawn mower. The problem with that is she has no lawn yet, it's out of season for planting grass, and wants landscaping features like a rockwall right now but all the money to build that went to the mower.
So i've been paid 20$ an hour to waste my time and her money scrounging stones for a 'wall' that won't hold a wet fart.
