Hubby just found out that if folks don't want to give the IRS / DOGE their bank account numbers, there is still a way to get paper checks. Leave the bank information blank on your 1040, then the IRS will mail you a form requesting your bank information. If you don't send it in, they will send out a paper check within 30 days after sending you the form.
