No offense to the commenter that tried to "um actually" us, but who is spreading this misinformation that you can't respond to cycling? It's an activated ability, not a special action. It uses the stack and players can respond!

The ending of Judge Academy was inevitable. Their task was basically impossible with their funding level. A global company certifying judges in locations with vastly different laws is extremely expensive. Everything needed to be translated into multiple languages constantly.
