George Orwell wasn't a fan of names, so he didn't give his son a name and nobody ever called Orwell 'George'. Sometimes though people would say something about the family, the 'Orwells' or about 'Orwell's' works. So the son assumed his fathers name was 'Or Welles'. That's how he came to the name Orson Welles.
At least that's my mnemonic to let my dyslexic brain remember who of the two was born first.
