France qui a formé l'armée génocidaire, permis la constitution du gouvernement genocidaire dans son ambassade, laisser ses employés Tutsi être assassiné pendant que les ressortissants français qui ne couraient aucun dangers etait evacues, laisser les derniers survivants de bissesero êtres massacres et le gouvernement genocidaire s'enfuir au Zaïre.

Toute la region des grands lacs en subit encore les contrecoup.
