Internet in Iran may appear to be “back online”, but it is far from fully restored.

These graphs aggregate ~65 independent measurements and show network behavior before, during, and after the #Iran #InternetShutdown. While connectivity has resumed, deliberate degradation of quality of service remains clearly visible in sustained latency spikes and rhythmic instability.
