Italian News by RSSIl Tempo: Capitale dei senzatetto, l'Istat ne "censisce" 2.621 in una sola notte
Nella Capitale è emergenza senzatetto. Lo fanno capire le strade divenute rifugio per migliaia di clochard ma soprattutto lo certifica l'Istat, con un dato: nella sola notte del 26 gennaio scorso è stata registrata la presenza di 2.621 senza dimora, distribuiti, purtroppo, tra la strada – 1.299 – e le strutture di accoglienza che quella notte hanno dato ospitalità a 1.322 persone. Il numero fornito dall'Istat, a seguito di una rilevazione effettuata in collaborazione con la «Federazione italiana organismi per le persone senza dimora», è però solo la punta dell'iceberg. Logico, innanzitutto, pensare che in pieno inverno moltissimi clochard abbiano evitato la strada e il freddo rigido, cercando rifugi al chiuso, e non siano stati perciò visibili, né avvicinabili, né conteggiabili.
E poi, a certificare quanto il fenomeno sia complesso, bastano altri due dati. Il primo, fornito da Roma Capitale, è quello relativo alle persone senza fissa dimora iscritte all'Anagrafe con residenza fittizia nel 2024: ben 26.347. Il secondo dato, fornito dalla Federazione italiana organismi per le persone senza dimora, è terribile: solo nel 2025 sono stati ritrovati morti in città 48 mendicanti.
A rendere il quadro ancora più preoccupante, per il decoro e la sicurezza ma anche per il destino di queste persone – uomini, donne, italiani e stranieri – c'è la certificazione, sempre attraverso i numeri, di come il fenomeno sia sempre più in crescita, e di come sia sempre più ingestibile. Tra il 2020 e il 2024, difatti, il numero degli associati alla «fittizia» via Modesta Valenti (che include peraltro gli ospiti di strutture per immigrati, case d'accoglienza per donne e persone a rischio di violenza domestica), iscrizione che garantisce diritti a chi non ha la residenza, è passato da ventimila a ventiseimila: seimila persone più in appena quattro anni. E la crescita esponenziale è ancora più lampante se si guardano i numeri anno per anno: 20.116 nel 2020, 22.517 nel 2021, 24.958 nel 2022, 25.694 nel 2023, 26.347, infine, nel 2024. La Città eterna non sembra in grado di reggere, soprattutto considerando che il dato fornito da Roma Capitale conteggia solo i senza fissa dimora registrati ufficialmente all'Anagrafe e, ovviamente, ignora del tutto quelli che, mai registrati, vivono come fantasmi lungo le strade dell'Urbe.
Capital of the Homeless, the ISTAT “censes” 2,621 in a single night.
In the Capital, there is a homelessness emergency. This is evident from the streets having become shelters for thousands of vagrants, and especially from the Istat data: on January 26th of last year alone, 2,621 homeless people were recorded, distributed, unfortunately, among the streets – 1,299 – and the reception facilities that night sheltered 1,322 people. However, the number provided by Istat, following a survey conducted in collaboration with the “Federation of Italian Organizations for the Homeless,” is only the tip of the iceberg. Logically, first of all, one must think that during the full winter many vagrants avoided the streets and the freezing cold, seeking refuge indoors, and were therefore not visible, approachable, or countable.
And then, to further demonstrate how complex the phenomenon is, two more figures suffice. The first, provided by the Rome City Council, refers to the number of homeless people registered with the Registry with fictitious residency in 2024: a staggering 26,347. The second figure, provided by the Federation of Italian Organizations for the Homeless, is terrible: only in 2025 were 48 mendicants found dead in the city.
What makes the picture even more worrying, for the aesthetics and security but also for the fate of these people – men, women, Italians and foreigners – is the certification, again through numbers, of how the phenomenon is growing more and more, and how it is increasingly unmanageable. Between 2020 and 2024, for example, the number of people associated with the “fictitious” Via Modesta Valenti (which also includes the residents of immigrant facilities, shelters for women, and people at risk of domestic violence), registration that guarantees rights to those who lack a residency, has increased from twenty thousand to twenty-six thousand: six thousand more in just four years. And this exponential growth is even more apparent if one looks at the numbers year by year: 20,116 in 2020, 22,517 in 2021, 24,958 in 2022, 25,694 in 2023, 26,347, finally, in 2024. The Eternal City does not seem able to cope, especially considering that the data provided by the Rome City Council only counts officially registered homeless people with the Registry and, of course, completely ignores those who, never registered, live as ghosts along the streets of the city.
