He "was caught with three 100-metre-long nets in a yellow zone of the Great Barrier Reef Marine Park has been fined $13,000 for his "highly negligent" behaviour."

A commercial fisherman was put on notice before he continued netting in a conservation zone for six hours, a court has heard.
