I worked in the English health service.
Politicians were very interested in appearing to do something. They had no idea how anything worked so most of the somethings were at best ineffectual and usually made matters worse.
This is an old problem dating back at least to the Roman Empire.
Senior management are aspiring politicians. Most do nothing of use.
This is going to be very difficult to debate in 500 character chunks.
