Last I checked we haven't invented a measuring device that measures those things. And even if we had, the building of those devices depends on question-begging theoretical assumptions. Some cognitive theorists believe bacteria demonstrate cognition. There is no theoretical consensus on what these metaphysical things are, outside of arbitrary stipulated definitions.
