Why is it permissible to salary sacrifice for a car lease, but it's not possible to sacrifice for public transport season tickets?

This policy, as it stands, very specifically benefits higher earners who get a nice discount on a new car. If you're earning £100-125k, the car is effectively free.

(In the UK, salary sacrifice effectively means you pay for something net of employment taxes that otherwise you/your employer would be liable for)
