The #Tweetcaster app for #Twitter has that feature. It's called #zipit. You can choose to zip or mute somebody including their retweets, and you can choose the length of time. I use it a lot.
#Viber has a similar thing -- but only to #snooze a contact or a chat group for 30 days, so you don't get notifications, and they get moved to the bottom of your chat list.
I hope #Tusky gets a feature like that.
