This people vs leader dichotomy in foreign relations is nothing new. #US has long preferred to ally with dictators in some countries (eg #Pakistan #YahyaKhan #ZiaUlHuq, …) while in others we say we are with the people and our fight is only with their dictator (eg #Russia)
